Cromwell Zoning Board Approves Walmart Parking Changes, Cedar Drive Garage

Cromwell Planning and Zoning approved two applications and laid groundwork for a liquor-distance zoning amendment at its March 17 meeting. The commission voted unanimously to approve Application 26-08, a minor site plan modification at the 161 Berlin Road Walmart, adding three ADA parking spaces and electric vehicle charging at the side pickup area, after Town Planner Andrew Armstrong said he had required the elimination of a parking space that placed drivers behind a crosswalk, calling the prior layout unsafe. The board also unanimously approved Application 26-07, granting Tammy and Stephen LaPointe a special permit to build a 1,200-square-foot detached garage at 20 Cedar Drive under Section 5.1.8.7 of the town's zoning regulations; the LaPointes told commissioners their existing basement garage has repeatedly flooded, pushing water 32 inches deep into the structure within minutes during heavy rain events.
Zone Enforcement Officer Bruce Driska debuted a new monthly development compliance report summarizing complaint and enforcement activity without identifying specific addresses. On the regulatory front, the commission agreed to bring a liquor-permit distance amendment, an area where Cromwell is out of step with state standards, to the first April meeting, with a public hearing targeted for May.
